New link exchange site

I want to create a link exchange website, with the same functions as links - exchange .net, power link s .com and add a few new features.

I am the owner of the first site mentioned, however the coders have not done the thier job completely and i want to start from scratch. I need a coder that can complete the project 100% wihtin 30 days or less. below is a list of what the new site will need.

A complete new graphic design, template and structure. I can provide the previous code, however, I want all new graphics, coding to be fixed properly and new control panel. Or you can start from scratch, whatever is easier and faster for you.

How the site works is, a user will sign up through paypal or 2checkout and then have access to the members area, they then can log in and choose 1 of 2 options, option1 is an asp or php script they will copy and past to there site, which will automatically generate thier links page from our network of members. option2 is where we host thier link page for them, again it automatically generates the categories and links. There are also a few other linking options available, and i would like to add more. There will be a very large database of customers and links, so it needs to be done in SQL or something better.

The hard part is making the script properly so the search engines will recognize the pages, since it's not static html.

I will also need a complete control panel to make changes and keep track of payments, cancels and affiliate payments ect...

I would also preffer someone that can translate the website into multiple languages, spanish, french, and any other possible language.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
