I require an application that does the following: 1) decompiles a standard Visual Basic program from .exe to .vbp format. I do not know which programming language would be the most efficient for this project, so please, in your bids, say which language you are going to program this in. The program needs to have an attractive look and feel to it. Thank you for your consideration of this big request and I look forward to looking at the bids!

The program, when compiled, should be compatible with Microsoft Windows 9.x, NT, 2000, Me, and XP (home and professional.) The program should be able to run within the following performance specifications: 350 mHz Intel Pentium II Processor, 64 megabytes of RAM
