rotating blogsystem

I would like a very, very simple blog system, like wordpress, slightly less complex (no need for comments or themes) running on php with mysql I would like the site front page to 'rotate' through the blogs every 10 to 60 seconds (depending on how many slots the blogger has selected) i would like there to be 8640 ten second blogging 'slots' available, chosen by the time of day, so slots are at 00:00:00 - slot 1 00:00:10 - slot 2 and so on, so there is one day's worth of slots each blog will contain a title, the time slot(s), an image, text, and a link that a blogger can edit using a simple wysiwyg interface so on the main page it shows the blog in the main part of the page, and shows in a column on the right, the last ten blogs, the current blog's title and slot time and the next ten blogs coming up the blogger can choose to have 1 slot, or up to 6 slots consecutively i need an administrator account so i can moderate the blogs when a blogger signs up they are referred to paypal to pay a small fee that i can set that's it! ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
