Build a Website: Penny Auction for Automotive Industry (Sell Cars) - repost

I want to build a fully customized website. I need a full access to the control panel of the website as well as the full coding script for future upgrading and fine tuning. The website builder who gonna do the job the way I like most probably will be the webmaster or someone he/she recommended. Also, he/she would be my ongoing programer. The website will be an auction website that will allow me to setup different kind of auctions: regular auction like eBay and Penny Auction like Quibids.com. I need to be able to control auction time, bids value, make the bidding with fixed amount or variable amount, commodity start value, reserved auctions, auction start time triggered by the number of the participants, creating customer free accounts and build customer base, auction fees that allow the customer to participate (will call it: reserve your seat in the auction), auction time timer, live chat between customers in auction, online payment capability with shipping address confirmation, bids add 20 sec. to the auction time when auction time is about to finish (ability to choose when to do that), etc. There are pre-made scripts for penny auctions out there that you can start with and customized. some of them need only fine tuning and others are cheaper but have bugs in it that need to be fixed. Do what do you want to build the website; either start from scratch or from a pre-made script and give me what I need. Also, I need the capacity to communicate with the website developer directly through email, skype and phone if possible. I have the domain and I'll take care of the hosting using my dedicated server.
