Need social network completed

More than 85% of the website is complete and I have a spending budget of 1300 dollars. If we can decide on a reasonable quote and write out the contract for the work to be done on the social network, I will email you all the information you need to gain access to the social network (source files, passwords, ect....) I would like alot of your opinion on finishing this social network. This has been a long frustrating battle to try to finish this social network and I need somebody to look deep down in their heart and say I want to help this guy finish his social network. I just need somebody to care enough to work with my situation.  Here's a breakdown of the revisions I need do to my site: New language translation api | PHP development - The huge problem is the language translation. I was using the free google transition API, but now google made it a paid service. I need another way around this issue that is a free service for my 19 languages.
