PHP Prize Draw Script

I am writing a script for selecting a prize randomly but facing few problems. This is how it should work. I have a list of prizes available with total number of each prize available. Each time a prize is given to the user, this number is reduced by 1. When the number reduces to 0, this prize will no longer be available for selection. Some prizes will be unlimited so that means they never run out and are always available for selection. The randomness of the prize should be proportional to the number of prizes. This is to avoid running out of specific prizes when there are alot of other prizes still available. Some of these prizes are high value prizes and they are only available in very small numbers so we do not want to give out these in start. We want to spread their selection in proportion to all other prizes. e.g. if we have total of 500 prizes available and we have 5 high value prizes so roughly we want to give out these after every 100 prizes. This is rough so if it is given out in the range 90 - 110 that will be fine as well. I want this to be written. You will write this and test this in your environment and I will integrate it in my application myself and will not require your help in doing so.
