Develop an API for a joomla website

hello,
We are using a real-estate manager application (Rentman - [login to view URL]) that is uploading and updates listing to a website.
Currently it only works with websites such as [login to view URL] and [login to view URL]
Here is an example of the listing, they have been created from the desktop application and uploaded to the site via FTP as XML format and uploads images as well.

I have attached a document from the application developer that explains exactly how is this XML works.
I need someone to develop a component for joomla 1.5 so it will be able to read the XML and import it on the site's listing.
We have already propery listing on the site, using K2.
