Create XML file from database query, submit to service and parse reply XML file for Errors

When a student completes a course on my website and the certificate is generated, I need to query the database and see if they have a Florida professional license. If they do, then I need to generate an XML file (see sample XML file and Web Services information file with explanation) from a simple couple of queries (database tables and structure available upon acceptance of your bid). Once this file is created, I need to submit it to the [login to view URL] web services and get a reply XML file, parse it to look for presence of an error message. If there is NO error message, then set a database flag for that student's completed course to 1, if there IS an error, then the same database flag should be set to -1 and an email sent to me with the error message and the student information (may require another database query depending on whether the information is returned in the XML file or not - depends on error I believe) for follow-up. If the user updates their license information (and the license STATE value of any license is FL, then the same XML file should be generated for all corses completed by the user (again a simple database query to get the information for the XML file creation). The web service explanation states that certain methods require SOAP client, my web host ([login to view URL]) states that I have that in my most up to date PHP version. I don't need fancy super fast programming as end user will never see.
