Automated real estate list data gathering; helping build a website to sell lists

I am wanting to build a system to sell real estate lists. I want to find the MAIN source of where data comes from from sources like TLO, [login to view URL], [login to view URL] and more. We want to figure out a way to build our own automated system of pulling data & lists with accurate phone numbers and information. I am wanting to build a system that when we find these lists we can sell them to real estate professionals. I also want to find a GREAT source to find phone numbers of people. Wherever we can find those, I want to find them. I need someone to help us find where this data comes from, build a system and sell it to people. We want find great phone numbers and great list data. We are needing someone who can complete all 3 phases on a project for us: Phase 1: we need to find a data aggregator that can find real estate lists with some automation. We are going to want to build a website to have the ability to pull a large list of data, perhaps hundreds of thousands of addresses and names at once. Phase 2: once we have the source where we can access all of that data From local courthouses or some data aggregate, [ please put the word 'real' on bid statement, other bid will be reported ] , we need an effective, quick service to look up phone numbers. TLO is a one by one process, and there are reverse looks up that are bulk. However, the bulk data lookups are sometimes less accurate. So we want to find a great developmental system that will allow us to find solid phone numbers Phase 3: we would want to build phase 1 and 2 into a website & add a ringless voicemail (RVM) system that we can sell to customers as well. We want to be able to pull the lists, find the phone numbers and then allow people to drop RVMs and cold calls, etc. from our website service. This will be a full time job for probably at least 3-4 months. Then we will need a full time customer support team, which we would like that to be the person we hire for this job, so that way we can make sure our customers are happy. We need someone who can be a data aggregator for us, and be with us for the long haul during this process. If you believe you have the skills to complete all of these phases, please explain that in your cover letter. I would like specifics of where/how you will be able to find large amount of data for us, especially if you know of a larger data aggregating source. This needs to be built into a user friendly database that will be easy to use. Do you think you could do all of this? If so, how?
