Build me a responsive website for customers and android app for sellers for my food delivery startup (No need of delivery app as of now)

I want a responsive website (for customers to order food), an admin control page and an android app for sellers to list their items. Actually I have broken down this project into 2 parts and this is the first part of it where the other part being app for Delivery boys. So, if I like your work I might give you the other one as well. 1. I need an app where sellers can list their items and the respective website for customers where they can order food 2. I need payment gateway integration, SMS API integration, Website hosting, Google maps integration (where customers can mark their delivery address) 3. This website and app should be in such a way that in future it should be linked with Delivery boys app. -- Simply speaking, I am expecting an end to end work from you. So, whoever can do that, bid. NOTE : 1. This is for my startup for initial stage. So, I want to spend less on app development and stuff. 2. This has a limited and required functionality only. Not as big or as functional as Swiggy or Zomato. 3. I am strictly in my budget and whoever is willing for it just bid and if your bid is going to be higher than my maximum budget (>5k of my maximum budget) please don't bid at all.
