Build a staffing website application tracking system and candidates manager

Hi, I am looking for someone who can build an Application tracking system for my staffing company. This is basically a backend website, not visible to anyone except my employees. The website should have features listed below: - Manage candidates and their resumes and view resumes on the web without actually downloading them - Filter candidates based on Skillset, location, name, available/unavailable, and more filters - Resume parsing (all the uploaded resumes should be converted into text that is attached to the candidate's profile and should be filterable (if possible). - One-click to send selected candidates an email regarding new jobs - Manage employers and their contact details, (includes same filters as Candidates) including mass mail - Login authentication only, and I must be able to create multiple accounts for employees - Different employees profiles, and ability to alot selected candidates to an employee so I can keep a track which employee got a candidate hired. - My employees must be able to see how many candidates under them got hired. You can use any framework to develop this. I have a cPanel for my website which uses MySQL. Deadline: It's up to you, I have a maximum time limit of 20-25 days. I can attach some sample screenshots from other company's backend for reference. I don't care about the UI, it can be simple but must have all the features.
