Build me a student discussion forums website

This web application should contain three modules 1) student 2) staff 3) admin Student can register using register number of college and can log in. After successfully logging in, in student index page it should display top 10 questions posted on that day using upvotes. And Categories that will link to the questions posted under that category and subcategories under that category and can answer them. And a side dash board that displays his profile pic and name, links to update his profile and change password. Staff will be registered by admin in admin portal. After successful logging in, he can answer those questions. While registering he will give the subtopics he is good at, so that he will get notifications for every question posted under that topic. Staff can report student to admin if he/she founds he is posting spam. dashboard to update details and change password. Admin can register staff, can view the students registered and staff can delete them and can block them. I want this idea to be implemented using PHP and MYSQL. Basic CSS is enough. I will provide the necessary documents and implementation upto login page and student registration.
