Build a webpage in PHP/C++

I need a webpage developed, compiled and tested on a server. Once done, then upload on my server. Background: This webpage has a drawing function (see attachment), which converts to stroke data (See attachment), which is sent to a C++ module called SESHAT (see links). This module then sends back a math expression to the webpage.
