Build me a website

Hello, We need a price proposal about the following project. We are a trading company which sell printing services. We need a multilanguage website - EN, FR, DE, IT. The website needs to have clients accounts and manufacturers accounts. Also needs to have an inquiry form with several steps. Filling of the form will be a choosing from cartoon pictures (drawn book or drawn magazine or business card,...), not from dropdown list. Each step will be also with drawn pictures, until the last step. The description of the inquiry must be shown as text in the right column. When it is filled and sent from the client, the form should be visible into the manufacturers account on language which manufacturer is registered. Translation should be automatic between the languages - EN, FR, DE, IT. (Example: no metter of input language, it should be translated to all of languageges, because the manufacturer could be from diferent country). The form can be filled from registered or not registered customers. Registered will have a history with inquiries and orders. The registration of the manufacturer will be required. When the price is filled from the manufacturer, we will put surcharge (option: automatic surcharge or manual) and will send on email and into the clients account the new price to the client. The offers and documents about orders should be send from the admin account(panel) to the clients and the manufacturers. The webside will be with menu bar - home, request, machine park, requirements and recommendations, how it works, contacts. We also need a section with client response, which will be filled after admin verification. We have a domain and hosting. Thanks in advance, Best regards
