Drag & Drop Project List Dashboard

Our team has a PHP-coded portal that does many tasks, including one page that displays a list of current projects. We are looking to hire a Freelancer to assist our team in re-writing the Project dashboard to add the ability to drag and drop projects to change the order. Currently, users use the 'up' and 'down' arrows to change the order of the projects, but we want these arrows replaced with a 'grab' icon that a user could click on and drag to change the order of the projects. If you look at the screenshots, there are really two main things that we need from you. First (1), we need the ability to drag and drop each project title to change the order. The order of each project is stored in the mySQL database, so when the page is opened the mySQL query simply sorts the order based the sort order in the database. Your drag and drop system should update this order so that the database is updated and saved. Second (2) we need the status bar of each project updated. When the page is loaded, a simply mySQL query is done for each project to check the current status (in percentage %) of the project, and then displays it in a status bar. REQUIREMENTS You may only use HTML5, PHP, CSS and mySQL to build this new page. You will be given a live FTP site on our server to build the page, with a copy of the database to do some live tests. No javascript is allowed. We are looking for a freelancer that can work with our team to complete the final project. We need an estimated # of hours from you to complete this project. We will not hold you to that estimate, but we need to know roughly what you think this will take.
