Expert Web Designer and Developer (Frontend and Backend) Needed - Long Term

Hello, We are in process of hiring company or freelancers (preferred) to design and develop an enterprise application. Please not: it is a web based software application and not a website or wordpress, please read carefully and then place your bids. The design should be very professional and we will provide very high level details; reference images may be provided like ([login to view URL]) or like ([login to view URL]). We will work with the developers to create database schema and other logic at conceptual level. The developer should be able to use latest technologies and design and develop application in agile mode with speed and flexiable to changes. Please do not ask for elaborate designs or documents before you start; it is long term agile project and requires repetitive designing till we get right. Immediate start Must to have technology expertise : HTML5, PHP, MONGODB, MYSQL, MEAN STACK, CSS (expert level only). Total Budget SGD 4000, payment will be put in milestone upon start of phase and will be released upon completion of phase 1. Design and Develop Basic Framework : SGD 1000 2.
