Family calling card

I need a basic - very simple private calling card for our family could be built using Twilio, or Plivo, or Sinch. I basically need: - setup the databases - a php file [form] to add users (name, email, phone numbers – that they will be calling from whiteout a PIN, & PIN # - if they call from any other phone) that will be able to use this twilio number to make long distance calls - a database of user’s info - a database of all the call info. For each user. - And a php file to extract (to csv or pdf) the weekly & monthly use of each user (family member that will use it), [call duration, from & to phone numbers, and how much it costed me their phone calls - for twilio usage]. i want to be able to call using both of the following: or using my (or my family member's) phone: by calling the twilio number [verify phone number with database], [prompt: enter destination phone number] entering the destination number, and it should forward me to my destination number. or using any phone: by calling the twilio number, [prompt: enter PIN] and I’ll need to enter a PIN [verify PIN with database], [prompt: enter destination phone number], and then I can enter the destination phone number, and it should forward me to my destination number. If the pin does not match a pin (7 or 8 digit) from the database of user’s PIN’s, and the call is not made from a registered phone number (of a user), it should say ERROR, and hang up immediately.
