Fix WooCommerce Customization Bugs

Our site uses WooCommerce for our store and we have made some customizations for tax and local pickup and we need help getting it to work properly. Below is what we are trying to accomplish/bugs: + Sales tax for local pickup needs to be hard coded at 10.25% + When selecting Local Pick Up for deliver It's charging tax on Food items that it shouldn't. We have a food category for products that are not taxable. + Sales tax is not being charged on products that should taxed. We are using TaxJar to calculate California taxes. + (Bug) Free Local Delivery is still an option for orders under $300. The only way to qualify for free delivery is if a customer spends $300, $400 or $500 depending on distance. We think the "Frozen" shipping category has something to do with this issue... When I put non frozen items into the cart, the Free Local Delivery option doesn't show up until $300 is spent.
