3D interactive map developer needed for website

Looking for developer to build an interactive map for website (above the fold) that updates based on changes made to backend.

- Map is of fictitious world (artwork provided)

- Houses will grey out if sold, remain white if still available

- When hovering over a house, two things happen 1) text overlay pops-out with key details, image, and button to purchase 2) slight increase in house size

- 3D rendering is preferred
