I have recently carried out a very similar project for a client in the Netherlands. Besides expertise in Moodle, I have also experience as a Quality Assurance officer in the international Vocational Education and Training sector. I can run through your LMS and test functionality of all features, suggest or make improvements in line with your own quality standards or alternatively I can suggest existing standards to you. If needed I could do additional editorial work. Typically I would test features using 2 roles: 1) with the role of student/learner in Moodle; 2) with the role of teacher/assessor in Moodle.
