Need help to set taxes in whmcs as per county

Hello, I have 7 years of experience in development with WHMCS. I have created many modules for WHMCS and know WHMCS codes and workflow inside out. I am little unclear about the description. You need to set the tax rules for the user based on the country of the visitor? Regards
