Need small update in Android app (No INDIAN)

Hi, I need to done 3 points in android app and admin of app 1- user can signup with phone number 2- admin can send notification to any user individually 3- In admin area there is option to upload image its required selected size to upload but we want we can add any type of size image it will auto adjust according to required image size and must be looks okay on app ....also need to add video option if user add video so it will show video or if image so show image only bid if you can start right now must mention ready now first in your proposal if you have read project details before bid must be original price thanks
