PayPal integration on the website for minor purchases

Dear Experts,
I have 4 pages on my website where the full content is only accessible when the users makes a payment via paypal.
The flow as of now works as follows (as developed by the first developer):
1. When the user clicks the purchase button, a temp record is created in the database with temp userID, email etc.;
2. The webpage redirects user to Paypal where the user makes the purchase.
3. If there is a positive confirmation from PayPal for purchase, the temp user details are stored in the wp_users data and wp_users_meta stores information for the authorization of pages for this user.
4. User can purchase multiple pages when they return to the website.
The issue which is happening now is that when the user returns from PayPal after successful confirmation but no wp_users record is created and hence the users cannot logon. I have to input the data manually.
The first developer did not do a good job. The second one did, but then most probably PayPal APIs changed or so and things broke down. He is not available anymore so I am looking for someone who can help me fix it once and for all and give good support.
Please don't bid by standard replies as I will reject your proposal. I request to come with how you will solve my problem, how soon and whats the guarantee it won't break.
