PHP event planner web

I need to build a web based software using exclusively HTML, PHP, MySQL and CSS (no JavaScript, Bootstrap etc). I will provide all the information and would be kind if you can provide few diagrams first of how you will organise your work. I need something very basic, nothing complicated and very light design, easy to use and understand from the users. In brief: admin to log-in; to use the software menu to create an event giving it a name and write information for the event; to create under that category sub-events; to add a role; to create under that category sub-events ; to allow admin to write notes for each task, stall or volunteer(s) in all the categories . A menu of events assoicated to the authenticated user. Events Details menu allowing the user to modify specific information. Screen Venue Information (Where the event is to be held) Event Worksheet (What events are to happen at what times). I would like the program to be written with a template system to keep the php code and HTML code seperated as much as possible. **THERE IS NO SITE DESIGN** as part of this project.
