Portal Style Website for a Business's Suppliers to Use

I am looking for a front-end web developer to assist with and advise on a web project that I am undertaking. Good English will be essential for communicating about what will be an unconventional website. I have client app and server side dev experience but could use help with web 'client side' work, both layout and ajax-style interaction. My preference is to use frameworks I have used before such as Bootstrap for the front end (served via php and Twig) and Slim for REST but I am open to advice. Summary of project: My client is looking for a quick and simple solution to enable their suppliers to be able to view detailed technical data that is held on file regarding the supplier and its products, but also to update it on a regular basis. The key features of the solution will be: It will be web based Low volume, less than 100 users. Supplier staff can sign in using an email address Each user has a profile page on which they can choose their preferred language (English or Japanese) After sign-in, the user can see - All suppliers they are authorised to see - All of the products they are authorised to see Choosing a supplier takes the user to an editing page representing a new submission of the supplier data (with ‘In Progress’ status) Choosing a product takes the user to an editing page representing a new submission of the product data (with ‘In Progress’ status) Each editing page is a long HTML form (or series of forms) listing data that is held on file relating to each product NB there are several tables of data relating to products, users need to be able to edit data in the tables and add / remove rows as they see fit The editing pages must save automatically when the users pauses (as per Google Docs) Individual fields will have simple client side validation On completion, the system will validate the data submitted by testing it against a series of stored rules and (if clear of errors) change the status of the submission to ‘submitted’ At this point the submission is locked from the user’s perspective Client staff will now wish to review the submission, being able to see both original and updated data, then either Reset the status to ‘In Progress’, adding a note to the Submission detailing the reasons for rejection Accept the submission and change its status to ‘Reviewed’ I have uploaded an image which shows the type of data to be collected and the current layout in use. There are 9 pages of data similar to the screenshot uploaded that the suppliers need to edit.
