Real Estate Affiliate Program Website

We are setting up a Realty Company. The purpose of this company is to assemble a conglomerate of realtors who would sign up to be an affiliated member. The benefits of membership for the realtor would be that when an Military Direct loan officer obtains a purchase mortgage lead via their mortgage lead system, it would be referred to a realtor member of the website. The realtor would keep the deal with MDM and after closing, would rebate to the borrower (via the website) a percentage of their commissions [which we would then give a portion to the borrower after closing]. We are calling the program (name removed) Veterans United has this program, called Purchase Power, if you would like to see an example of this program already in use. We would need a website built with the functionality listed below. If said functionality can be accomplished with Wordpress or a similar low cost structure, that would be ideal, but all functionalities listed below are considered core to the business and must be included in the website build.
