Small php project - mysql , download file, auth

A voice server platform I use allows the use of Rest Api to get call record data from it, I would like to get code developed that will allow the downloading of the voice recording via a http link. The Rest Api allows to get call Records details specifically a unique id, this ties into the recording table which has this same unique id to get the filename of the recorded wav file which is a file on the server itself, in a directory. The solution seems to be a php script that once called with the uniqueid field and maybe some authentication, identified from the RestApi Call, calls the mysql database Recorded Calls Table, get the WAV filename, and begins the download. Ideally a http link can be clicked on and all the above will happen, with the recorded WAV file being downloaded. ie url/phpfile?/uniqueid then downloads the WAV file.
