Telegram channel scraper

Hi, I need a program/application what can do the next thing: - I have a Telegram channel ID, what can put in the upcoming application - the application listening this channel continuously and when a new post appears, makes an individually csv file from the post and its contains all the post's data (only the text data for the simplicity) - the csv file name comes from the post_id, post_time, and some data from post's data (we will specify this later) - the files targhet directory, I want to set - the files structure will be the same all the time - the programming language not important, but I need to be able to run it on my windows PC - i can be able to running as a "windows service" - I need the source code
