Trouble shooting installation of Active Campaign 5.4 onsite version

I need someone to trouble shoot an installation of Active Campaign onsite version. I have installalled the latest version of Active Campaign onsite version 5.4 (12all_I_5.4.0_build60 (php 5.4)). I used build for php 5.4 because of depricated sql_query warning messages I was getting with version for php 5.6. It's installed on a newly configured dedicated server. Server is running whm/cpanel (CENTOS 7.6) with easyapache 4. The web site hosting Active Campaign is configured to use php version 5.4. Application is executing well without any error messages. I can create list, subscriber, email. I have configured the application to use [login to view URL] service. Service has been tested and works. What doesn't work: When I send out a mass email, sending of email executes VERY SLOWLY. About One email every 15 minutes. Also importing of email doesn not execute. It stays at 0 import. From what I can tell these 2 have in common is that they both run as a process in Active Campaign. The process import and sendng of email shows as running in the process list but stays at 0. (See image) Sending of email sends out email at a slow rate. Show_error is set at enabled. I'm not getting any errors when executing and error_log file is empty,
