VAST Tag implementation with already built JW player/PHP Live Streaming HLS setup

I'm having issues with basic JW Player VAST AD Tag implementations for the live streaming cameras that I run. My Current setup involves the Pro JW 7.14 player wrapped within a PHP page which works to run a live streaming feed that works alongside many functions. My Developer who made the PHP /JW player code work together isn't an expert with ad tag variables or javascript. To help with this project I am looking for someone who understands VAST and other ad tag implementation with JW Player variables to get the following to work with my existing code setup: #1. Oversee our overall implementation strategy, recommended by JWPlayer, and consult if anything seems off/not working correctly. My main goal is to have the ads load quick & seamless. If It doesn't fill I need the camera to come right up. right now I'm seeing the cam hang up on 15 seconds of just black screen (as if the ad broke). #2 Create a way to Water fall ad tag channels to maximize my fill per spin. I have a great ad tag person, there is just no implementation support other than JW support, which is available. I just don't understand how to work that in, along side my current code. #3 Use Ad tag pods to control how many ads show up. Sometimes I get multiple pre-roll ads that run, when I would only like one to play. #4. Help me convert my current code's ON ERROR loads S3 video on demand to youtube video instead. JW Player recommened a script to use, but I don't understand. For all 4 of these: There is documentation is available online/JW Player website for each of the list above.
