A webpage developed in PHP to calculate Severity Based on User Entered information

Hello Sir, I have read the attached doc,xls and txt file and tried to map each other for the better understanding. In doc file you have mentioned as follows: User input: Allambee Result: Minor(Allambee) MMR Site(1.6), Holmes Hill(3.25) Mount Tassie(3.64) Mount Toorongo(3.64), Parkers Corner(3.74), Morwell(3.99),Mirboo North(4.44), Mount Beenak(4.49) Tyers(4.92) Anderson West(4.104) ,Camp Hill(4.106). Question#1: How these both have the same reference 3.64? Mount Tassie(3.64) Mount Toorongo(3.64) Question#2: Howx this become minor, when Allambee (Refer as Site1, and as per txt file site 1 has adjacent site list) Question#3: From where this value come up MMR Site(1.6)? I did not get any such value in xls file for MMR. I need to discuss this with you so that I can remove my doubts and will start work on this. I am keen to start work on this.
