Wordpress 'installation' plugin

For my current project I have set up a multisite wordpress environment. Within this environment I use the plugin called Elementor ([login to view URL]) to let my customers be able to drag and drop their own website. For my clients I want a custom plugin developed which works as follows: Whenever I create a new site in the multisite dashboard a new website is created. Whenever the user logs in for the first time they should be greeted with a 'installation' screen. On this screen users should fill in some basic information regarding their business/website idea. I can further explain which information they should fill in later in our conversation. After filling their information users should select a color palette and a Elementor theme based on different business branches. After choosing a theme and filling their information the custom plugin should create wordpress pages based on a fixed set of pages declared by me, and within these pages it should insert the themes selected by the user.
