Wordpress WooCommerce - Auto Update Stock Quantities via a CSV downloadable via FTP

I need a piece of code/plugin set up which I can use to Auto Update the Stock Quantities in my WooCommerce Wordpress shop. The client provided me an FTP site that requires a username and password to access. The file needs to be downloaded automatically each hour from the FTP. It simply needs to update the quantity of the stock and if the stock is below 0, change the stock status to 'out of stock' and if the stock is above 0, change the order status to 'in stock' within WooCommerce. The CSV files only has 300 products to update. There are only 2 columns of data in the CSV file. PartNum which is the product SKU (in WooCommerce field name) and 'Available' which is the number of products in stock. Some of the products are variable and some are simple but they should all have a SKU. I need to somehow get this Stock Feed connected to my WooCommerce database, so that I can either Manually start an automatic process or auto start via a Cron Job for the piece of code that you will need to write that will pull the stock quantity data from the XML/CSV feeds and update them into the products on WooCommerce. I have uploaded an example of the CSV that would need updated each hour.
