From my understanding, you basically need a customized PHP email sender program for GMAIL with your own set of restrictions. I can create such web-app for you, but if you are using GMAIL to send your emails, I might have to warn you though, that gmail nowadays blocks your account for sending emails in such manner. And unlocking your account will require manual intervention from time to time. Feel free to contact me to discuss further details.
