Advise for project for AI and camera

Hey,
I need advice about the solution how to build camera with AI to recognize objects and when object/action is matched alarm will be turned on
The best solution would be the as I see at that moment the standalone camera with connection to electricity where I can develop AI (without wifi) if possible or with wifi / it is up to process images in the selected price. Device need to run 24h/day
So the questions:
1. Do we have such product on the market ?
2. Can we build something like this where the product will cost around 25$ to build (electronic parts)
3. Can you do it ? Where all ISO normals are met? Are you able to do it ?
