build me an app program

I'm a physician and we spend a SIGNIFICANT amount of time/overhead following labs (blood counts, electrolytes, kidney and liver function) while patients are on systemic medications/immunosuppression. This is simple and straight-forward but is very cumbersome. This process entails the following: 1) Practice staff calling patient to go get labs performed at outside lab 2) Patient going to get blood drawn, urine given 3) Outside labs faxing us the lab results on paper or placing them in the patient portal for review 4) Physician reviews lab results for interpretation 5) The practice staff then calling the patient again with lab results and interpretation or additional requests if necessary. I am interested in hiring someone to create an AI program pilot that will outsource all of the above overhead, providing the patient a central source to view lab results, lab interpretation and alerts for next lab draws. Ideally, this should be integratable into wide range of phones, accessed online and/or email. It will also have to be user friendly as most of our patients are elderly and less tech savvy. Will also have to be HIPAA compliant so protect patient privacy. The program should simply present the list of results adjacent to the prior labs if available, highlight if abnormal, and at the bottom show the next scheduled lab draw if necessary. The physicians should be able to "submit a request" for specific labs and lab schedule (ex: a complete blood count and basic metabolic panel every 2 weeks x2, then every 3 months thereafter) and the program should be able to scan results on paper or patient portal, collect data and incorporate into program. I would like to see a pilot prior to discussing further development and pay.
