I have professional experience with NLP, deep learning and Twitter to uncover either sentiment or other signals represented by the frequency of terms, etc. I have also developed several deep learning and Bayesian deep learning models using Python Tensorflow and R for classification tasks such as this one. Depending on the size and sparseness of the Twitter dataset you propose to use, I would build an RNN + LSTM or a deep learning classification model. I would like to discuss the particulars of your data, because there may be more efficient ML models that are not as computationally expensive as a deep learning model could be.

We have implemented a similar project for an airlines company. There was a need to extract data from Twitter and mine the data to identify features in the data which might influence travel negatively. Is there any need to identify the geo coordinates or region from which the rumour has occurred? Do you have any tool in mind like Tensorflow or Kerras or RNN? What is the data volume that you have for training/testing?
