I am very familiar with Python as I use it everyday in my full-time job. I am not familiar with TD Ameritrade's API but I have written many scripts to connect to various APIs. I think this project might be possible to finish within a week but considering I don't know the API I am estimating this will take 2 weeks with me working 10 hours per week on it. I have a feeling my bid might be on the high side compared to others but I'm certain I can do this given a reasonable time and I believe I am giving a realistic estimate.
