Python program to parse xml files to a lyr (CE3 Layer File)

Hi, I am in need of someone with experience with python, who has the ability to swiftly code a program which will be able to read the attached xml file and to parse Entities, Objects, Vehicles to Layer Files (I have attached an example of what is the layer files would look like, the "[login to view URL]" file being used as an input to extract data from which would then be written to the layer files, with the same formatting as the ones attached. This program is needed as I have a number of "[login to view URL]" files which I plan to convert, all of which use the same formatting, so that I am able to use them in CE3.
