BlueTooth C#

I need an app upgrade. I need it to connect to an arduino nano through bluetooth, change the arduino nano's name to the name of the laptop that's connected to it + something else, the nano has to automatically connect to the laptop once it is turned on. The software should send a signal when the battery percentage reaches the minimum level to turn on a led, and also send a signal to turn it off when it reaches the maximum level set by the user. At first the minimum level should be at 10, and the max at 99, but the user can change this at any moment and the computer must remember the level that was set, and the app has to start when the laptop is turned on. I will share a working code I have, but this code instead of using bt connection it uses just serial connection. I will share code once the project has been awarded. Before placing any bid, you have to agree that the final product and all of its contents will be completely mine.
