Create Moving Image Software

We are looking to create some software for us to use in house.
Most likely the program will be in Visual C ++ unless you have a better way
we what the software to be able to create random psychedelic moving images
here are some examples of what the software should be able to do

if it can create images from nothing as well as from importing an image and then adjusting controls and frequencies for movement would be great.
it needs to be able to create long .avi files of moving fractals as needed.
