Data management platform

I need you to develop a data management platform (dmp) for me. I would like this software to be developed for Linux (server) e.g. using Python. The data management platform can be also based on drupal or any other cms, etc. it’s a place where data with fingerprints are coming in and going out, keeping the clear ownership of the data.... it means the fingerprint / digital certificate of the data set has to keep show that the data is owned by CXY (system, company etc). The data should be modificiable/ interfacing an API(s) or SDK(s) who can come in and go out as well. Something which is called open software platform. So the algorithms behind can be developed, modified, and keep trained interfacing IBM Watson, AWS etc. for example. You need to prove that you have done similar application developments / or projects before you win the project and you need to provide demo/ portfolios . The project Has 10 milestones, and every milestone can be stopping your work.
