Hello, my name is Andrey, and I am from Russia, but live in Montenegro (a part of ex-Yugoslavia). As far as I understand, you need a DICOM images browser/viewer, you are considering an online solution too? I have a general idea of such systems, I did something similar before. I can suggest you to create an online DICOM viewer, using modern JavaScript/HTML5. In this case, the system will be able to work with only the Internet and any modern browser (and, of course, it can be work offline as well), in addition, it will work on any computer, tablet, phone, and even on some TVs. Besides that, I can add some standard tools for DICOM manipulation such as contrast, zoom, drag, possibility to draw regions on top of the image and imaging filters such as threshold and sharpening. on C# you cant develope cross platform software. i can make it on QT c++ and it will work on both on linux mac windows and android too
