Hi, I'm an expert programmer, with high skills in Delphi, i live in France and work as a software engineer. I already created a tool to sign pdf using a certificate (almost if the time a pfx file), i used secure blackbox component, in your case, if you want to implemente my code, you ll need to buy a secure blackbox license, so what i can suggesst, to avoid buying it, is that i make a DLL that include a function to sign pdf, and you load the dll in your code then you call the function to sign your pdf, else i can made a tool that your run using command line, and you set pdf file to sign, certificate, ... as arguments in the command line, as you like. Although I am a newbie in the freelancer.com platfom, I have worked with Delphi since 1997 using Delphi 3 to Rad Studio 10.2 now. Your project related to electronic signature documents is very interesting. In my opinion, there are still some missing requirements in your proposal. Which kind of electronic signature document do you need?  Which standard should be used?. Do you need extended Unicode characters? Did the original VCL application use another third party component? As a plus, if you agree, I could make a model of the software before starting with some Uml  diagrams in order to understand all requirements. If you wish I can send you my resume.
