Face Recognition Android App

I am looking for Face Recognition & Pattern Matching experts to build a very simple but very HIGH SPEED & ACCURATE Android app for Face Recognition & Matching

App must have these main functionalities-

1) Take a photo of a person & match his/her face against a very large database of faces & send all the possible matches back to the user’s phone, at very high speed & accuracy i.e. comparing faces at a speed of 500k faces/sec (use CUDA for faster processing on amazon servers)

2) Must be able to register a new record in the database as well (in case the user wants to add a new person’s face to the database)

3) Excellent search function, to allow users to search the database just by a person’s name, age, Sex, location, User ID or any other attributes related to that person’s record

I want to be able to (as admin)-

i) Populate & add new records to the Face Database

ii) Create, manage and delete App Users login IDs and password

iii) Send Push notifications to all the app users located in a particular area, region or the entire country
