Need a micro script to auto move the mouse

Need a micro script that will auto move the mouse to the red circle if the HP bar shows up on screen? 1. If the script detected the HP bar shows up on screen and the user pressing the hotkey, will auto move the mouse to the red circle as the screenshot example. 2. The user can specify the hotkey before to make the script work. 3. The user can specify the moving speed to make the mouse movement natural. 4. If the screen has multi HP bar showing up, will priority to move to the closer of the center screen. 5. The user can specify only work on which monitor, so if the HP bar show up on other monitors, the script will not do anything. Please mention what program language will use and the time frame for developing.
