Open source automated house counter program

I would like an easy to use software program that does the following:
1. Allows for input of a satellite image on the size order of a city. The input data it uses should be free to the public (e.g. Google Maps or other)
2. It overlays a grid of hexagons on the map with a radius of about 0.5km (e.g. a honeycomb structure)
3. Using an automated process it identifies buildings/houses in the images (For an example of one way to do this see [login to view URL]
4. It determines the number of buildings/houses in a hexagon.
5. Outputs a file that contains the number of buildings/houses in a hexagon in the middle of the hexagon and a color code for that hexagon based on the following scale: >100 buildings red, 100-10 orange, 10-1 yellow, 0 green
This software program must not rely on a proprietary program like Arc-GIS. However, it can be a feature for any open source GIS package like GRASS and incorporate free open source image processing tools like ImageJ. The software can run on either Windows or Linux, Linux is preferred.
Deliverables:
1. The source code for the program. After writing an academic article about it and its applications, I will post the source code and you will be given attribution if you want it.
2. Compiled version of the software.
3. Simple description of its use.
4. A demonstration that the software works using two small cities in Michigan (Houghton and Hancock) as the example data sets. (I will be double checking some random hexagons for building count manually and ensure the hexagon size is correct).
