Rompecabezas eternity 2

I need a program that detects the solutions of the eternity 2 puzzle. Once defined all the colors of the pieces (4 colors for each side of a piece) the program must find the solutions.

It should be able to solve sizes of NxN pieces and M colors.

How much does it take to develop a basic, affordable program and how long does it take to development?
