I'm not sure if I get all the details right but by looking globally - sounds simple to me. If I understand you correctly, you need to execute those exe files only after successful SQL job execution (in series). I have huge experience with sql server, tsql and sql itself. I can develop and compile any new executable if needed, as I am a software developer.
