They make these already they are called servo controllers. A typical normal motor does not have the thermal dissipation capacity to deliver full torque at zero rpm while servos are designed to do exactly that. Just thought you should know your post appears to be one that raises red flags. At least for us that understands motors. I am sure I am not the only one to recognize this as an issue in your post. Of course you can probably get away with it for short durations so maybe I am overlooking something here but lack of details as of yet I cannot make that determination. I have understand your project requirement. You have made a bldc controller board with STM 32. No you want to write a customer frimware with additional function that MC SDK does not have as standard. You want to hold the motor in one position. When rotational force is applied motor should try to stay in the same position as long as it can. Otherwise slowly rotate .
